The Federal Reserve raised rates 25 basis points on September 16, bringing the federal funds target range to 3.75%–4.00%. It is the first hike in this cycle. With inflation at 3.4%, the message is clear: borrowing costs may stay higher for longer.

For Builders and Operators, this is a financial wellness moment. Review the debt. Protect the cash. Chase funding that does not create another monthly payment.

The Fed Hikes: Variable Debt Gets More Expensive

The increase will hit variable-rate business credit cards, lines of credit, and variable SBA loans quickly. Prime-linked products will likely reprice as lenders adjust.

Businesses that rely more heavily on credit will feel the pressure first. That makes this a good week to:

  • List every variable-rate obligation.
  • Ask lenders about fixed-rate conversion options.
  • Pay down the highest-interest balances first.
  • Stress-test your cash flow at another 1% increase.
  • Keep emergency reserves liquid.

Money move: Do not borrow simply because capital is available. Borrow for a clear revenue-producing purpose.

8(a) Rules Change. Resubmissions Begin.

The SBA’s revised 8(a) social disadvantage rule took effect September 10. The rebuttable presumption is gone for individually owned applicants.

Now, applicants must certify and provide evidence showing:

  • A clearly defined group experienced discrimination or bias.
  • The applicant belonged to that group.
  • The experience created material harm or reduced economic opportunity.

Pending individually owned applications are being returned for 45-day resubmission windows under the new standard. Defense and other critical-industry firms should prepare quickly, but the evidentiary test applies across industries.

Current certified participants are not required to re-prove social disadvantage under the rule.

Money move: Build an evidence file now. Save policies, decisions, records, and documentation connecting the barrier to your economic opportunity.

SBA Fee Relief Starts October 1

FY2027 SBA 7(a) fee rules take effect October 1. Qualifying manufacturers, food-supply-chain businesses, and rural firms may receive 0% upfront fees on loans up to $700,000.

A new 90-day rule also treats multiple 7(a) loans taken within that window as one loan for fee and guaranty calculations.

That means splitting financing into smaller loans may not reduce your fees.

Review the SBA FY2027 7(a) fee notice with your lender before closing.

Disaster Capital Is Available in Texas

Texas businesses and private nonprofits affected by the August 28 severe storms can apply for low-interest SBA disaster loans.

Physical-damage applications are due November 9, 2026. Economic Injury Disaster Loan applications are due June 10, 2027.

Money move: Document damage, lost revenue, and working-capital needs before applying through the SBA disaster assistance portal.

Non-dilutive money matters even more in a higher-rate environment. Deadlines on the radar:

  • Greater Jamaica MWBE Accelerator: September 24.
  • Secretsos Small Business Grant: $2,500 : September 30.
  • HerRise MicroGrant: $1,000 for women of color : September 30.
  • Justice League of Greater Lansing: $11,250 : September 30.
  • PMAHCC: Up to $130,000 for Hispanic-owned businesses in Southwest Pennsylvania : September 30.
  • Galaxy Grant: $2,500 for women and minority entrepreneurs : October 31.

Verify eligibility and deadlines directly with each program before submitting.

Compliance Is a Money Move

Operation No Doze targeted more than 160 defendants tied to approximately $245 million in suspected COVID-era loan fraud.

The lesson is simple: Keep your records clean.

Maintain applications, payroll files, tax documents, bank statements, and spending records. Do not inflate numbers. Do not recycle someone else’s paperwork. Do not let urgency override accuracy.

September is also National Preparedness Month and Hispanic Heritage Month. October is Financial Wellness Month. Use this season to strengthen the business before the next challenge arrives.

Final money move: Apply for the funding. Rework the debt. Submit the resubmission. Build the systems.
